Signature of Agreement between Don Gregorio Peces – Barba Martinez and Don Mario Villarroel .

On the 20th of November of 2011, an Agreement between Don Gregorio Peces – Barba Martinez (Academic of Philosophy of Law from the Universidad Carlos III in Madrid, previously President of Congress, Constitutional Lecturer of Spain and Founding Rector of Universidad Carlos III of Madrid, Spain) and Don Mario Villarroel Lander in order to create the Course of Humanitarian International Law and Human Rights registered in the Universidad Carlos III and Peces Barba Foundation carrying the name of Dr. Mario Villarroel.
